normal bird behavior?

As Camille and I were walking back from Baby Kroger with our watermelon and corn, we happened across this woman who making some strange gestures. As it turns out, she was pointing out a bird drama going on over our heads. I too stopped in the middle of the sidewalk, mesmerized by the birds overhead. A hawk, perched on a streetlight was doing his very best to ignore the little bird that was flitting about, harassing him.
